Loomis Communities, a non-profit organization in Mssachuetts has three communities. The Board of Directors has for some years had a resident of each of those communities on its Board. It is made very clear that they are regular members with all the usual duties and are not "representative" of their community. That, in itself, seems odd to me - or course they are members in order to represent the views of residents as well as to perform Board duties and responsibilities.

My question to other CCRCs that have resident members on Board is the process used to select those members. Is there a resident nominating process? Does the Executive Director at each community choose a resident? How does the process work?

At Goodwin Living (non-profit CCRC with 3 communities) we have had a resident on the Board of Trustees (BOT) for at least a decade. The r resident applies through the regular BOT process. They are not nominated by the residents. The chairs of the Residdnt Councils are non-voting members of the BOT and represent residents. That said, every member of the BOT brings a perspective to discussion — marketing, medical, real estate, etc. The resident member is no different. S/he brings past professional experience as well as the perspective of a resident. Still, the job of the BOT is to keep the organization healthy and strong into the future, not to advance any single perspective.

The community where I currently live, Ingleside at King Farm in Rockville, MD, has one resident as a member of the Board of Directors. This is a requirement of Maryland state law. The Resident Council (which was once freely elected by the residents but now is essentially self-perpetuating with residents having no voice in choosing new members) is to choose 3 candidates for the Board which are forwarded to the Board for it to choose among, using the same criteria they use for other Board members. The last time this process was run there was little interest among residents in serving on the Board and they only had one nominee, who was accepted as the resident Board member and has been on other boards, including a university board. The resident Board member is treated the same as other Board members and does not legally represent the residents. She does report regularly to the Resident Council. Prior Board members reported to the community as a whole through the resident newsletter, but the current one does not do that. There is no reporting requirement.


MaCCRA, our state NaCCRA affiliate, has presented a bill to the Maryland legislature which, among other provisions which are more controversial, would require 2 resident Board members to be chosen directly by the residents or Resident Council. Because the industry strongly opposes provisions of the legislation regarding return of deposits, it seems unlikely the legislation will be approved.


We have sister communities in DC and Virginia. They are governed by the laws in each jurisdiction, so one has one resident member and the other has two. The various communities all go with the minimum required resident representation generally, but sometimes a resident is on the Board who is selected by the normal processes (in at least one case, the resident was already on the Board when he moved in) rather than as a resident representative.

The principal reason for residents to serve on the corporate board is to ensure that the board hears the perspective of residents. But each individual board member has a fiduciary responsibility that is theirs alone - so they must be autonomous and not be obliged to vote at the direction of others. Board members are stewards of the assets and are charged with setting the mission and policies of the corporate entity.


As a practical matter, few boards actually train their board members. Consequently, residents who serve may or may not fully understand their roles. Some CEO's seek to dominate the board of directors by isolating them from day-to-day affairs, and the residents served by the CCRC. If the CEO is the sole source of information reaching the board, it's likely that problems will be minimized or dismissed.


In a healthy Board of Directors, the board members inform themselves. This can include service with operational committees, hearing reports from committees, requiring 360 degree evaluations of key staff, and even periodically holding open board meetings where residents submit questions. Transparency is healthy. Secrecy breeds distrust.

My name is Buddy Everage. My wife and I have been residents of Falcons Landing, a CCRC located in Potomac Falls, Virginia, for a little over two years. I was recently named by the Falcons Landing Resident Council to the newly established 'Governance Committee'. The ultimate goal of that Committee is to provide evidence to the Board of Directors and the management team that residents of a nonprofit CCRC, such as Falcons Landing, should have the right to participate in all Board activities. The bottom line is that the residents of Falcons Landing desire to have membership on the governing board. 


The initial phase of the Committee's task is to identify other nonprofit CCRCs in the Maryland, Washington DC, and Virginia metro areas who are considered our competition. To date, I have identified 25 nonprofit CCRCs who meet those criteria. The next step is to identify the person or persons the Committee should speak with regarding resident membership on the Boards. This is were your organization may be of assistance to us.


Since I am new to the VaCCRA, I'm not fully aware of the organization's ability to assist members. If you can identify those CCRCs in the MDV metro area who have residents on their Boards and the person or persons to contact, that would be very helpful in completing our initial task. Additionally, any background information regarding resident participation that you might be willing to share would be greatly appreciated.

Hi Buddy, 

I was the Association President here at Patriots Colony, Williamsburg, from Jan-Sept 2025. Sadly because of stress (with the Exec Dir and Board) and resulting health reasons I had to resign in Sept. The VP took over who is instead very management centric. 


My tenure was very Resident centric. I listened to the residents and took their problems forward. Unfortunately both management and the board don't want to listen to the residents' issues, complaints, or needs. They are very management centric, ie Riverside Health Systems. 


We do have a non voting representative on the Board of Directors and have had for at least 10 years. There are 3 other sub boards associated with the main BOD on which we the residents have no representative.

Williamsburg Landing here in Wsmb, has voting resident members on their Board of Directors. Contact Alfred Leopold alebold25@gmail.com They have a very robust resident management interaction. They are resident owned, instead of being owned by a company. 


I am speaking for our Board relationship...essentially the bottom line is once you have paid them the entry fee, you have no right to question what happens to the money or to understand the process. If you submit any requests to the BOD you are never told the status for they tell you it is "private." We could never find out what was on the Master Plan, again that was private. During my 9 month tenure we developed a Residents Prioritized Infrastructure Plan 2026-2030 that related what the residents considered important to be updated/refurbished in the coming years. I was due to present this plan to the BOD in July and that morning they said no, it would be given to the Strategic Planning Board instead. Never heard another word about it from the BOD. Our Facilities committee (who were key in the development of the plan) continued to work with the Facilities Manager and about 1/4 of the 48 identified items have been addressed in the last 2 months. Amazing! 


Patriots Colony is building a new nursing home/convalescent center and is about 1/2 way through the building process. They are moving the convalescent center from the old building to this new building at the end of 2026. They need a refurbishment plan for the old building space which management has not yet addressed. The residents put together one in July 2025 and again forwarded it to the BOD (was planning to present it to the BOD in Aug, but that didn't happen). Haven't heard any response about our plan and at this point don't expect to.

Good luck with getting a voting rep on your Board. I agree wholeheartedly. That was a future issue I was going to work on, but alas, can't.

Here at Patriots Colony in Williamsburg VA the President of the Association is the representative on the Board of Directors. When a new President is elected, the new President sits on the Board. Non voting member.
