Can anybody give an update HR1682/S.753? Such would allow "observation days" to could toward the three days for in-patient care.

In response to your query, HR 1682 was reintroduced March 12, 2019 and assigned to the House Energy and Commerce Committee and the Ways and Means Committee. No hearing dates yet. GovTrack allows you to set up alerts. There is no action on the Senate side.
This bill will take grassroots action to get it on the table.
